People’s Bank will not be privatized says Finance Minister Mangala
Today (26) Finance Minister Mangala Samaraweera says that the recent news report in the media quoting an opposition Parliamentarian to the effect that the People’s Bank is to be privatized is completely false and misleading.
The statement further states:
Certain political parties and the Trade Union affiliated to those parties had alleged the government is to privatize the people’s Bank citing financial difficulties to infuse capital. But there is no truth in these allegations and the government categorically dismisses this claim of privatization as false and misleading the people made with ulterior motives.
It is understood that this baseless allegation is made following the proposal made by the ministry of Finance to amend the People’s Bank Act No 29 of 1961 enabling the Bank to increase the authorized capital and the debentures to strengthen the financial stability and effectiveness of its operations. Once this amendment is passed in Parliament the employees and depositors can get these securities and there is no intention to issue equity securities to outsiders.
The Budget 2019 speech Made by me as the Minister of Finance in Parliament had proposed on the needs to develop capital markets beyond bank financing.
Therefore, I wish to emphasize that the attempts on the part of political parties to portray that the government is trying to privatize the People’s Bank is a malicious attempt to hide their political bankruptcy. There is no attempt on the part of the government or the Ministry of Finance to privatize the People’s Bank as stated in the media statements.

ගිණුම් හිමියන්ට කොටස් ප්‍රාග්ධනය ලබා දෙන බව කියමින් රජය, මහජන බැංකුව පෞද්ගලීකරණය කිරීමට සැරසෙන බවට ජාතික පුවත්පත්වල පළ වූ වාර්තා මහජනතාව නොමග යවන, අසත්‍ය මෙන් ම ද්වේශසහගත ප්‍රවෘත්තියක් බව නිවේදනයක් නිකුත් කරමින් මුදල් අමාත්‍ය මංගල සමරවීර මහතා කියා සිටී. එම නිවේදනයේ වැඩිදුරටත් මෙසේ සඳහන් වේ.
ප්රාග්ධන ඌනතාවක් ඇති බව හුවා දක්වමින් මහජන බැංකුවේ කොටස් විකුණා දැමීමට රජය උත්සහ දරන බවට ඇතැම් දේශපාලන පක්ෂ සහ ඔවුන්ට සම්බන්ධ බැංකු වෘත්තීය සමිති ප්‍රධානීන් උපුටා දක්වමින් මාධ්‍යවල වාර්තා කර තිබිණි. එහෙත් මහජන බැංකුව පෞද්ගලිකකරණය සඳහා කිසිදු පියවරක් ගෙන නොමැති බව රජය අවධාරණය කරයි.
මෙම චෝදනාවට පදනම් වී ඇත්තේ මුදල් අමාත්‍යාංශය විසින් පසුගිය දා පාර්ලිමේන්තුව වෙත ඉදිරිපත් කරන ලද මහජන බැංකු (සංශෝධන) පනත් කෙටුම්පතයි. 1961 අංක 29 දරන මහජන බැංකු පනත සංශෝධන කිරීම සඳහා මෙම කෙටුම්පත ඉදිරිපත් කර තිබිණි. මෙම සංශෝධනය මගින් සිදු කෙරෙනුයේ බැංකුවේ බලයලත් ප්‍රාග්ධනය වැඩි කිරීම සහ ණයකර නිකුත් කිරීම මගින් බැංකුවට යම් මුදලක් එක් රැස් කර ගැනීම සඳහා බැංකුවට ම අවස්ථාව ලබා දෙමින් බැංකුව මූල්‍ය වශයෙන් තව දුරටත් ශක්තිමත් කිරීමයි. මෙම නව පනත සම්මත කළ පසු මහජන බැංකුව සතු කොටස් එහි සේවකයන්ට සහ තැන්පත්කරුවන් වෙත නිකුත් කරනු ලැබේ. ඉන් පරිබාහිර කිසිවෙකුට එම කොටස් නිකුත් කරන්නේ නැත.
මා විසින් 2019 අයවැය ලේඛනය ඉදිරිපත් කළ අවස්ථාවේ දී ද මේ සම්බන්ධයෙන් මූලික අනාවරණයක් සිදු කරන ලදී. එම යෝජනාවට අනුව බැංකු මගින් කරනු ලබන මූල්‍ය සම්පාදනයෙන් ඔබ්බට ගිය ප්රාග්ධන වෙළඳපලක් සංවර්ධනය කිරීමේ දේශීය අවශ්‍යතාවයක් ජනිත කිරීමේ අරමුණ එළිදක්වන ලදී.
එබැවින් මහජන බැංකුව පෞද්ගලිකකරණට සැරසෙනවා යැයි කීම ඇතැම් දේශපාලනඥයන් සහ ඔවුන්ගේ පක්ෂවලට සම්බන්ධ වෘත්තීය සමිති තම බංකොලොත්භාවය වසං කර ගැනීම සඳහා ජනතාව නොමග යැවීමට කරනු ලබන ද්වේශසහගත ප්‍රකාශ වේ. කෙසේ වුව ද එම මාධ්‍ය ප්‍රකාශයන්හි සඳහන් පරිදි මහජන බැංකුව පෞද්ගලිකකරණය කිරීමක් හෝ ඊට පිඹුරුපත් සැකසීමක් සිදුනොකරන බව අවධාරණය කෙරේ.
